The purpose is to restore U.S.-Russian relations, which would include a Trump-Putin summit in the near term. The old system of European colonialism, which lasted nearly six centuries, is ending. To achieve a peaceful transition, dialogue among sovereign states committed to act for the benefit of the other sovereign nations is crucial.
