Context is everything.  The US and especially the Deep State denizens of the US State Department are unable to grasp the recent history that has propelled many African nations to prefer partnership with Russia and/or China. It’s not a very difficult story to understand; the US and European colonialist countries (France, the Dutch, and the UK) have a long and quite grotesque history of treating African peoples very badly. Somehow we’ve forgotten that, but the people of Africa sure haven’t.  Funny how that works.
