“A bigger issue that Americans pay no attention to is that most of the government debt isn’t on balance sheet,” says Rick Rule, President and CEO of Rule Investment Media. In our 2025 Outlook Series with Daniela Cambone, he calls the debt ceiling “fraudulent” because it is routinely bypassed through procedural maneuvers. “We’ve never observed a debt ceiling. If we actually were going to have a debt ceiling that they observed, that would be a good thing,” Rule states. He also stresses his concerns over the $100 trillion in unfunded liabilities like entitlements and how the U.S. might address them by devaluing the dollar enough to remove the net present value of these obligations. However, if that happens, he argues, millions of Americans will bear the consequences of diminished purchasing power.
